Brussels, 03/01/2000 (Agence Europe) - The European Commission is considering drawing inspiration from the "polluter pays"-system applied to the United States following the Exxon Valdez catastrophe. This system shifts financial responsibility for shipping catastrophes onto the cargo-owners, said the Director General for Transport Services of the European Commission, François Lamoureux.
