EU Council adopts reform of Electoral Act introducing proxy voting

26/05/2026 (Agence Europe)On Tuesday 26 May, the Council of the European Union adopted the revision of the European Electoral Act requested by the European Parliament, in order to allow a pregnant MEP to delegate her vote to another MEP for up to three months before her due date and six months after the birth of the child (see EUROPE 13859/19). The European Parliament will have to lay down the general conditions governing this delegation of voting rights, while ensuring compliance with the principles of transparency, accountability, traceability, legal certainty and vote integrity. The practical arrangements for this practice will also need defining in Parliament’s rules of procedure. Authorising proxy voting sends “a clear message: women should never have to choose between public service and motherhood”, stated Marilena Raouna, Cyprus’ Deputy Minister for European Affairs, welcoming a legislative development that reflects “the realities of modern life”.
