22/04/2026 (Agence Europe) – On Wednesday 22 April, the Member States’ ambassadors to the EU (Coreper) approved the agreement reached between the European Parliament and the Council of the EU last November on the legislative package to reform the European regulatory framework for payment services (see EUROPE 13761/7). The package includes a reform of the Payment Services Directive (‘PSD3’), which now mainly governs the authorisation, supervision and prudential requirements of payment providers and includes electronic money providers in a unified framework. It also includes a regulation on payment services (PSR), which harmonises the rules on transparency, users’ rights and obligations, strong authentication and open banking, notably in order to strengthen consumer protection. It is now up to the European Parliament to approve the inter-institutional compromise. (BD)
