On Wednesday 11 March, the ambassadors of the Member States of the European Union (Coreper) discussed the proposals for the 2028-2034 Multiannual Financial Framework in preparation for the ministerial discussions to be held at the ‘General Affairs’ Council on Tuesday 17 March.
The Cyprus Presidency of the Council of the EU, which is steering the meetings within dedicated expert groups, believes that the work is progressing “well”. Its ambition remains to be in a position to present, in June, a “fully developed negotiating box containing indicative figures”, and to reach a political agreement in principle on the three main financing instruments planned (National and Regional Partnership Plans, European Competitiveness Fund, and Global Europe).
Next Tuesday, at the ‘General Affairs’ Council, which will prepare the discussions of the European Council on Thursday 19 March, the Member States will be invited to express their views on the future governance of these three instruments in order to ensure transparency, accountability and effective implementation of the EU budget, while avoiding administrative overload.
MEPs have doubts about the governance of future European financial instruments (see EUROPE 13816/20).
