EU adopts sanctions against eight individuals responsible for serious human rights violations

On Monday 23 February, the Council of the EU imposed restrictive measures on eight natural persons responsible for serious human rights violations, the repression of civil society and the democratic opposition, and attacks on democracy and the Rule of law in Russia.

These include two judges, Eva Giunter and Andrey Shibakov, a prosecutor, Sergei Filichev, and an investigator, Ilya Pleshkov, all of whom, according to the EU Council, were involved in politically motivated trials and responsible for the conviction of Russian activists Dmitry Skurikhin and Oleg Beloussov on politically motivated charges.

The directors of three penal colonies, Aleksei Valizer, Maksim Prilepsky and Vyacheslav Pisklov, and the head of a pre-trial detention centre, Anton Rychar, where political prisoners Alexei Gorinov, Pavel Koushnir, Mikhail Kriger and journalist Maria Ponomarenko “were held and kept in solitary confinement in inhuman and harsh conditions”, are also subject to measures.

These individuals are subject to a ban on travelling in or via the EU and a freeze on their assets, and EU citizens and companies are prohibited from providing them with funds.
