Total cost of reconstruction and recovery will be over €500 billion

A joint updated damage and needs assessment (RDNA5), published on Monday 23 February by the Ukrainian government, the World Bank Group, the European Commission and the United Nations, estimates that by 31 December 2025, after 46 months of war, the total cost of reconstruction and rehabilitation in Ukraine will be almost $588 billion (over €500 billion) over the next ten years. This represents almost three times Ukraine’s estimated nominal GDP for 2025, according to the report. In one year, the cost has risen by almost €70 billion.

Needs are highest in the transport sector (€82 billion), followed by energy (€77 billion), housing (€77 billion), trade and industry (€54 billion) and agriculture (€47 billion). The cost of explosives risk management and mine clearance is €24 billion.

At least €17 billion of needs have already been met since February 2022 thanks to urgent repairs and rapid recovery actions, the report states. 

In 2025, the energy infrastructure damaged or destroyed increased by 21%, and the needs in the transport sector by around 24%, “as a result of attacks on rail and ports in 2025”, says the report. As of 31 December 2025, about 14% of the national housing stock is estimated to be damaged or destroyed, with “more than three million households affected”.
