Digital Networks Act - SME technology sector cautions against regulatory intervention

Brussels, 23/01/2026 (Agence Europe)Modernising and supporting long-term investment in Europe’s digital infrastructure, strengthening network security and harmonising the EU’s regulatory landscape is critical to small tech companies’ success”, responded ACT, a trade association for technology SMEs, on Friday 23 January, following publication of the Digital Networks Act (DNA) (see EUROPE 13791/8). But “the current [...] proposal [...] does not fully align with these goals and risks creating legal ambiguity. The proposed framework for commercial negotiations between large traffic generators and electronic communications network operators (ECNOs) could indirectly affect small and medium-sized enterprises”, which “could face cost transfer from the traffic generator.
