Annual solidarity pool under ‘Pact’ - Member States engaged in calculations to get closer to account promised for 2026

Forty-three relocations - or other forms of aid - for Cyprus, 14 for Malta, 3,361 for France, 4,555 for Germany, but also €12.9 million paid by Belgium and €21.9 million by the Netherlands, which had made it clear in recent months that it would not receive any new asylum seekers on its soil under the new solidarity mechanism created by the ‘Pact on Migration and Asylum’.

These are some of the commitments made on 8 December by the EU27 under the first decision creating the annual solidarity pool for 2026 (see EUROPE 13768/3). The discussion document, dated 5 December, was subsequently supplemented, with Luxembourg agreeing to 14 relocations and €1.04 million in aid.

These calculations have been determined on the basis of objective criteria identified in the ‘Pact on Migration and Asylum’, and represent the ‘fair share’ of the effort for each country, adjusted to take account of the respective situations, as set out by the Commission on 11 November.

Countries such as Poland, Croatia, the Czech Republic and Austria, for example, have zero tables, having been placed by the Commission in the group of countries facing a severe migratory crisis. This figure reflects the overall calculation of the Member State’s contribution corresponding to its fair share, adjusted to take account of its significant migratory situation, for the purposes of constituting the first annual Solidarity Fund, explains the decision.

Solidarity needs for 2026 under the Annual Solidarity Fund at EU level amount to 21,000 relocations (compared to 16,685 in a previous version) and €420 million (compared to €333.7) for financial contributions. And this document does not yet appear to correspond to the amount promised.

This amount takes into account the fact that the Union’s first annual migration management cycle and the corresponding solidarity commitments will enter into force on 12 June 2026, as well as the uneven distribution of irregular arrivals in the beneficiary Member States throughout the year, which generally results in a higher number of irregular arrivals in the second half of the year.

A formal decision containing all the commitments must be adopted by 16 December.
