18/11/2025 (Agence Europe) – On Tuesday 18 November, a coalition of 56 NGOs, including ECOS, EEB and Zero Waste Europe, called on the European Commission to base future legislation on the circular economy, which is expected in 2026, on two legal bases, i.e. to ensure it has an environmental basis such as Article 192 of the TFEU, in addition to Article 114 of the TFEU, which relates to the internal market. According to the coalition, recourse to Article 114 alone would “fundamentally” disregard “the environmental objectives and historical context of the European circular economy policy”. The NGOs invoke Article 11 of the TFEU, which “requires environmental protection to be integrated into all Union policies and activities with a view to promoting sustainable development”. According to these NGOs, the aim is to recognise the multiple objectives of the circular economy: to stimulate markets, protect the environment and reduce dependence on resources. (FS)
