The current rules on tobacco are outdated, said Olivér Várhelyi, European Commissioner for Health, at a meeting of the European Parliament’s Committee on Public Health, on Thursday 25 September.
The Tobacco Products Directive (2014/40/EU), which came into force on 19 May 2014, has been applicable in EU Member States since 20 May 2016. Since then, new products - such as heated tobacco, electronic cigarettes and nicotine pouches - have gained in popularity, especially among young people, while carrying significant health risks (see EUROPE 13683/15, 13711/17), according to the European Commission.
“For the first time ever, these products will also be covered (by the legislation). The market is changing fast, and so must we. If protecting the next generation requires rates (of taxation applied to tobacco and nicotine) being further assessed, then we should do so. But prevention also needs innovative tools, be it diagnostics or treatment”, said the Commissioner.
A public consultation on the revision of the rules has taken place, and the Commission will present proposals in 2026. (Original version in French by Lionel Changeur)
