Jessika Roswall takes stock of first half of 2025 for simplification

Agence Europe has obtained a progress report from the European Commissioner for Environment, Jessika Roswall, on legislative simplification and implementation in the environmental sector during the first half of 2025.

Like the other European Commissioners, Jessika Roswall is required to present the progress made to the Vice-President of the European Commission responsible for Simplification, Valdis Dombrovskis.

Jessika Roswall explains in her overview that 253 potential delegated acts and implementing acts were examined to determine their priority. Of these, “196 were deemed necessary to achieve environmental or cost reduction objectives”. The other 57, which were “burdensome or costly”, have been de-prioritised.

The European Commissioner points out that the ‘omnibus’ package on the environment is still expected this autumn (see EUROPE 13686/9). The Circular Economy Act is expected in 2026. 

Jessika Roswall is committed to reducing the environmental investment deficit, estimated at €122 billion a year, by 2030. In addition to targeted funding for the climate and the environment in the 2028-2034 Multiannual Financial Framework (see EUROPE 13682/1), the European Commissioner mentions the introduction of ‘nature credits’ (see EUROPE 13716/5) and alludes to the ‘polluter pays’ principle (extended producer responsibility) as ways of achieving this.
