27/06/2025 (Agence Europe) – The Member States’ permanent representatives to the EU have given the go-ahead for the adoption of the provisional agreement reached with the European Parliament on the ‘omnibus’ regulation simplifying the Carbon Border Adjustment Mechanism (CBAM). This was a formality, since the co-legislators made only a few additions to the Commission’s proposal, which have not been debated to date. The CBAM will therefore only apply to operators whose combined imports of steel, aluminium, fertiliser and cement exceed 50 tonnes in any one year. Declaration procedures have also been simplified or clarified. The text of the agreement still has to be reviewed by the Council’s legal and linguistic experts and should not be formally adopted by the Council until September. (LM)
