No general risks to security of electricity supply in most of EU this summer

In its assessment of resource adequacy in Europe for summer 2025, published on Wednesday 28 May, the European Network of Transmission System Operators for Electricity (ENTSO-E) found no systemic risks to the security of supply in most regions of Europe.

Only specific concerns were identified in Ireland, Malta and Cyprus due to planned production outages, limited import capacity and low availability of back-up resources.

In a press release, the European Commission explained that monitoring was necessary for these markets with limited interconnection to the EU grid, “particularly during periods of high electricity demand and low generation availability”.

In addition, the report highlights system changes that Transmission System Operators (TSOs) are addressing, such as the overproduction of renewable energy, due to the significant expansion of more than 90 GW - mainly solar photovoltaic - added since last summer.

This overproduction can lead to electricity surpluses, particularly during sunny periods when demand is low”, points out ENTSO-E.

The network also notes that while battery storage capacity has doubled to 25 GW since the previous summer, flexibility solutions such as interconnection reinforcement, storage and demand response are increasingly important.
