On Tuesday 20 May, the European Disability Forum (EDF) published a set of guidelines to accompany transposing the 2024 European directive on combating violence against women and domestic violence (see EUROPE 13344/24).
To come into force, the directive must be transposed into the national legislation of the 27 EU Member States by 14 June 2027.
EDF calls on associations for people with disabilities to ensure that the rights of women and girls with disabilities are taken into account in this transposition. As they are often exposed to specific forms of violence and have limited access to justice, these women and girls must benefit from appropriate, accessible and inclusive services.
The guide, which identifies issues such as forced sterilisation and the lack of a ban on rape based on absence of consent, provides tools to support reforms at national level.
In particular, it recommends that associations be consulted in the development of action plans, access to support services and the collection of statistical data that takes disability into account.
