The Council of the EU and the European Parliament met for a second session of inter-institutional negotiations (‘trilogue’) on the revision of the Detergents Regulation on Tuesday 6 May.
The regulation on detergents and surfactants must guarantee the safe use of detergents in order to protect human health and limit their environmental impact.
Common ground between the Polish Presidency of the Council of the EU and the Parliament has been found on several parts of the proposal, according to a source close to the matter.
The co-legislators reached agreement on the following issues: – authorised representative and extension of the responsibilities of authorised representatives of manufacturers not established in the EU; – pre-marketing ingredient data sheet.
They also agreed on the adoption of delegated acts on biodegradability criteria, but not on the deadline for their adoption. With regard to micro-organisms, a provisional agreement has been reached on risk assessment methods.
For the rest, clear guidelines have been given at technical level with a view to the next trilogue, scheduled for 10 June. One of Parliament’s priorities is to extend the list of micro-organisms subject to restrictions and new limits on the levels of phosphates and other phosphorus compounds (see EUROPE 13568/8).
