Salvatore De Meo insists on use of DSA to resolve problems linked to e-commerce

The European Parliament’s Committee on the Internal Market and Consumer Protection (IMCO) has published the draft report by Salvatore De Meo (EPP, Italian), dated 5 March, on third-country products via e-commerce and online platforms.

The European Commission and the Member States have already addressed the issue (see EUROPE 13491/3), in particular by relying on the legislative and indicative arsenal already in force and by accelerating the reform of European customs (see EUROPE 13572/5).

In his text, which is open for amendments until 20 March, the MEP includes the points already raised by the other institutions (dangerous nature of the products, very high volume of parcels, lack of compliance and deleterious impact on European competitiveness) and highlights the shortcomings in terms of the legislation’s harmonised application.

The rapporteur “urges” the Member States to “increase funding and resources for market surveillance authorities and customs authorities” and the Commission to “align” the obligations of the Digital Services Act (DSA) with sector-specific legislation to provide legal clarity.

In addition, “collaboration” between the various Member States, their national authorities and the European Commission departments responsible for implementing the DSA is an important point in combating the abuses of the platforms responsible for distributing these products in the EU.

The draft report is due to be debated by the IMCO Committee on Tuesday 18 March.
