12/03/25 (Agence Europe) – On Wednesday 12 March, the European Commission issued reasoned opinions against Belgium, Estonia, Croatia, Poland and Slovakia for failing to submit their final, updated National Energy and Climate Plans (NECPs), as required by EU Regulation 2018/1999 (see EUROPE 13443/5). According to the Commission, these plans are essential to achieving the EU’s climate and energy objectives for 2030. Despite previous exchanges and formal notices sent to 13 Member States that had not yet submitted their NECPs by November 2024, these five countries have still not complied. They now have two months to submit their final NECPs, failing which the Commission may decide to refer the matter to the Court of Justice of the EU.
