The Council of Europe’s Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO) stresses the importance of risk management in prevention in its 2023 report, published on Tuesday 15 October.
It recommends improving training for the authorities, to deal more effectively with physical, psychological and digital violence.
GREVIO’s work has also highlighted the increased risks faced by children when their mother separates from a violent partner.
Here too, it proposes that risk assessments be incorporated into custody and access procedures.
“A better understanding of post-separation violence is therefore essential to ensure the safety of victims”.
In 2023, GREVIO published several evaluation reports on countries covered by the Istanbul Convention on combating violence against women and domestic violence.
It also launched an evaluation cycle on the theme of “Building trust by delivering support, protection and justice” and formalised the ratification of the Convention by the European Union.
Maria-Andriani Kostopoulou, President of GREVIO, stresses that implementing this text is a “long” journey.
“Much more remains to be done. Further action is required, indicatively, on the issue of policies that in some countries focus mainly on domestic violence, without placing enough attention on various other forms of violence against women and their multifaceted manifestation, including in their digital dimension”.
