European CoR advocates comprehensive reform of cohesion policy to accelerate financial implementation

On Thursday, 18 April, the European Committee of the Regions (CoR) adopted an urgent resolution on a renewed post-2027 cohesion policy ‘that leaves no one behind’—thereby reiterating its call in favour of a comprehensive reform of this policy, notably with a view to “speeding up the financial execution of the policy without [calling] into question the core principles”.

The CoR is calling for cohesion policy to remain a fundamental pillar of the European Union’s sustainable growth model and the nucleus of the long-term decentralised investment policy in the post-2027 multiannual financial framework.

Furthermore, the CoR is pleased that a ‘golden rule on co-financing’ has been introduced into the economic governance framework, which underwent a reform in 2024; according to this rule, the co-financing of EU funds is excluded from the calculation of net expenditure.

By adopting an opinion by Magali Altounian (Renew Europe, French) on a mechanism to resolve legal and administrative obstacles in a cross-border context, the CoR also welcomed the proposal recently submitted by the European Commission, which has devised new tools to make life easier for citizens, workers, and industries in border regions.
