Autonomous trade measures for Ukraine, qualified majority difficult to achieve in EU Council

25/03/24 (Agence Europe)The provisional agreement reached between EU Council and European Parliament negotiators on the suspension of tariffs on imports from Ukraine has still not been approved by the EU27. The Committee of Permanent Representatives of the Member States to the EU (‘Coreper’) postponed their vote on this text for the second time on Monday 25 March (see EUROPE 13375/9). More time is needed for consultations, according to a European diplomat. A qualified majority has not been reached on the text at this stage. According to another European source, France, as well as Poland and Hungary, would like to go back on the agreement. The countries’ demands include adding wheat to the products covered by the automatic safeguard and changing the reference period to include the year 2021. The vote is now scheduled for Coreper on Wednesday 27 March. (LM)
