Barring any surprises, at the Special Committee on Agriculture (SCA) on Tuesday 26 March, EU Member States are expected to approve the initial text of the 15 March proposal to revise certain provisions of the Common Agricultural Policy (CAP) relating to conditionality and CAP strategic plans, in order to reduce the administrative burden on farmers.
The EU Council will still have to formally adopt these anti-crisis measures, which have been very slightly modified, according to a text sent to the SCA. The European Parliament agreed to approve the proposal in question in April, under an accelerated (urgent) procedure.
The European agriculture ministers will be debating these measures on Tuesday 26 March, just to underline how essential they are to solving some of the problems (see EUROPE 13377/13). Protests by European farmers will take place in the vicinity of the venue where the ministers are meeting, in Brussels.
The proposal aims to reduce the burden of controls on EU farmers and give them greater flexibility to comply with certain environmental conditions.
The Commission has also submitted a concept paper setting out a number of measures designed to improve the position of farmers within the food supply chain. This list of possible measures will be examined by the Agriculture Council.
