The Belgian Presidency of the EU Council included a new item on the 14 February agenda of the Committee of Permanent Representatives of the Member States regarding the directive on digital platform workers, in this case regarding the notion of “effectiveness in relation to the legal presumption of salaried status”.
This will involve clarifying for all Member States how the European Commission understands the application of the future presumption, in order to demonstrate its useful effect and operational nature. The Member States will then vote on Friday 16 February.
On Tuesday 13 February, the main voting trends, in particular France’s vote – which was eagerly awaited – had yet to emerge, with a large number of delegations still analysing the implications of the agreement reached with Parliament.
However, for the Belgian Presidency, this agreement makes it possible to respond to the various concerns expressed by Member States, for example by giving them needed flexibility, in particular to ensure they can maintain their systems of collective labour agreements for these platform workers (see EUROPE 13347/8).
