On Tuesday 30 January, the Commission adopted a proposal setting out a new joint EU-UK solution under the Windsor Framework for the use of tariff rate quotas (TRQs) by Northern Ireland businesses, it said in a press release.
The proposed solution follows a public commitment in February 2023 to “work together on a solution to enable Northern Ireland businesses to use tariff rate quotas for commodities originating in the rest of the world”.
This involves amending the section on not-at-risk goods of the decision of the Joint Committee of the EU-UK Withdrawal Agreement “so that Northern Ireland businesses can use UK tariff quotas for imports of a number of agri-food products from third countries, such as New Zealand lamb”, adds the press release.
The UK has “expressed the wish that Northern Ireland operators be allowed to use the UK tariff quotas applicable to these goods for direct importation into Northern Ireland from third countries, provided that the goods do not enter the EU internal market”.
“To this end, a specific category of non-commercial processing for sale and end consumption in the UK of products originating in Northern Ireland has been created”.
The EU Council is asked to approve this proposal.
