On Thursday 1 February, the Heads of State and Government will be discussing the situation in the Middle East.
“The dramatic events in the Middle East demand our full attention”, stressed the President of the European Council, Charles Michel, in his letter of invitation to the leaders.
The debate will focus on three areas: security, humanitarian and political issues.
According to Mr Michel, the leaders should continue to encourage restraint and discuss measures to prevent further regional escalation. Following their defence ministers’ discussion on Wednesday 31 January, the Heads of State and Government could address the situation in the Red Sea and the creation of an EU mission to protect commercial vessels (see other news).
The leaders are also expected to discuss the humanitarian situation in Gaza, where almost 27,000 people have already been killed. “We must urgently help to remedy the devastating humanitarian situation in Gaza”, said Mr Michel. Allegations of the involvement of UNWRA members in the attacks of 7 October and the resulting financial risks for UNRWA could be addressed.
Finally, the leaders will discuss how to restart the political process for a two-state solution, “the only viable option that can bring lasting peace to Israelis and Palestinians and strengthen regional security”, according to Mr Michel, who recalled that, overall, European efforts should aim to guarantee respect for international law and international humanitarian law.
On Monday 22 January, the High Representative proposed a preparatory peace conference as part of a comprehensive approach towards a two-state solution (see EUROPE 13333/1). (Original version in French by Camille-Cerise Gessant with the editorial staff)
