Cybersecurity in EU institutions, agencies and bodies, Virkkunen report adopted by European Parliament committee

On Thursday 9 March, members of the European Parliament’s Committee on Industry, Research and Energy (ITRE) unanimously adopted (58 votes in favour) the report by Henna Virkkunen (EPP, Finnish) on a common high level of cyber security in the EU institutions, agencies and bodies.

A high level of cybersecurity preparedness should be the norm in EU entities. We need to ensure sufficient technical capacity, knowledge and resources to effectively combat increasingly sophisticated cyber security threats”, commented Ms Virkkunen.

As a reminder, the text provides, in a context of increasing cyber security threats, a common framework of measures to be put in place to improve the resilience and response capabilities of EU institutions, agencies and bodies in case of incidents.

The EU entities are all interconnected and there must be no weak links in the chain. An inter-institutional approach will allow EU entities to develop their cybersecurity measures and responses to cyber threats and potential attacks”, said Henna Virkkunen.

MEPs also adopted their mandate for future inter-institutional negotiations. The Council of the EU, for its part, adopted its position on 18 November (see EUROPE 13066/5).

When the inter-institutional negotiations start, discussions are expected to include the role and funding of the Computer Emergency Response Team for EU institutions, bodies and agencies (CERT-EU) and the alignment of the provisions of the text with those included in the NIS‘2’ Directive (see EUROPE 12992/31), which is intended to ensure a high level of cybersecurity within the EU.
