European Parliament draft report calls for new revenue for EU budget

MEPs José Manuel Fernandes (EPP, Portuguese) and Valérie Hayer (Renew Europe, French) will present on 31 January to the European Parliament’s Committee on Budgets a draft report calling for the creation of new own resources for the EU budget, including a fair tax at the EU’s borders (see EUROPE 13099/8).

The draft report calls on the EU Council Member States to adopt the new own resources of the first package of 14 December 2021 as soon as possible and expresses concern that “the amounts generated by the new own resources will not be sufficient to cover all the European Economic Recovery Plan repayments and borrowing costs”.

The rapporteurs therefore ask the Commission to present a new set of proposals “in the third quarter of 2023 at the latest”, including: - an own resource based on corporate tax (BEFIT); - a system whereby the financial sector would be included in the own resources or single market initiative, ideally in the context of BEFIT; - a fair European border tax; - a European tax on cryptocurrencies.

MEPs also point out that the expansion of the data economy in Europe has led to a sharp increase in data traffic and substantial economic benefits for major Internet companies and the telecommunications sector. The Commission is asked to “identify and assess measures to optimise such data traffic and limit the carbon footprint thereof, including through financial incentives”.
