The Czech Presidency of the Council of the European Union submitted to Member States on Friday 30 September documents outlining possible compromises with the European Parliament negotiators on the revision of the EU Emissions Trading System (ETS).
Aimed at preparing the second session of inter-institutional negotiations (‘trilogues’) scheduled for 10 October, these documents indicate that the Presidency “will in general be restrictive on the Parliament's many amendments”, but “suggests to the EU Council to be open” on a number of “more technical or less contentious” issues.
The Presidency thus proposes that Member States show flexibility with regard to the Parliament’s request to assess the possibility of including installations with a total rated thermal input of less than 20 MW in the scope of the ETS by 31 December 2025 at the latest.
The Presidency is also open to MEPs’ amendments aimed at preventing the risk of some shipping companies evading the ETS by changing their route to a nearby seaport outside the EU.
Prague also sees possibilities for compromise on the amendments relating to the ‘Innovation Fund’ and the ‘Modernisation Fund’.
