The Conference of Presidents (CoP) of the political groups in the European Parliament confirmed on Thursday 30 June the Industry and Research Committee (ITRE) as the committee responsible for the substance of the EU Chips Act regulation, according to a technical note seen by EUROPE.
The Presidents thereby resolved the disagreement that arose in the Conference of Committee Chairs (CCC) between the ITRE Committee and the Committees on Legal Affairs (JURI) and Consumer Protection (IMCO) on the division of competences.
The latter two committees will be associated under Rule 57 of the European Parliament’s Rules of Procedure with shared competences on data collection and privacy provisions for the JURI Committee and on internal market issues for IMCO. The IMCO Committee initially wanted to have a say on the whole proposal, but the ITRE Committee was only willing to accept it for certain articles, a European Parliament source confirmed.
Furthermore, the Conference of Presidents indicated that it was important for the Committee on Budgets (BUDG) to be able to contribute to the text by adopting an opinion under Rule 56+ of the European Parliament’s Rules of Procedure, given that the legislative proposal will have an impact on the use of the European budget (see EUROPE 12889/1). The ITRE Committee had rejected the BUDG Committee’s request on 31 March.
