French Presidency of EU Council consults Member States on revision of Energy Efficiency Directive

The French Presidency of the Council of the European Union sent a concept paper on the revision of the EU Energy Efficiency Directive (EED) (2018/2002) to Member States on 28 January. 

In particular, Paris would like to know the position of the various national delegations with regard to the Commission’s proposal to oblige Member States to ensure an annual reduction in energy consumption of 1.7% in the public sector.

The French paper asks Member States whether this obligation should apply to all public bodies as defined in the Commission’s revision proposal or whether they wish to specify the scope.

The Presidency also questions them on the actions to be put in place “in order to achieve a sufficiently ambitious amount of energy savings in the public sector and to give a sufficient and robust signal to confirm the exemplary role of the public sector in the renovation of buildings”.

In this respect, it recalls that the proposal for the revision of the EED foresees the obligation for States to renovate each year at least 3% of the total floor area of buildings owned by all levels of public administration.
