After a first version dated 7 June (see EUROPE 12737/12), a draft of the conclusions for the European Summit of 24 and 25 June, dated 14 June, mentions, on the issue of migration, the solidarity of the Member States with Spain after the crisis of mid-May between Spain and Morocco.
The new set of conclusions states that the European Council “condemns and rejects any attempt by a third country to use migrants for political purposes”. This is a direct reference to the arrival of thousands of people in Ceuta on 17 May, which Madrid had seen as a response from Rabat to the hospitalisation in Spain of the Polisario leader.
This sentence, requested by Spain, is not expected to be debated on 24 June, a source said. The European Council had already expressed its solidarity with Madrid on this issue at the last Summit on 24 May.
On the other hand, this source anticipates perhaps more complicated discussions on the use, requested by Member States, of the 10% NDICI fund for migration management or for targeted partnerships with third countries of origin and transit of migrants, which the Commission should “swiftly” move forward and make a reality, says a source.
