CPMR concerned about considerable differences between national recovery plans on territorial issue

The Conference of Peripheral Maritime Regions (CPMR) is concerned about the wide disparities in the territorial treatment of national recovery and resilience plans, in an analysis published on Thursday 17 June.

The CPMR technical paper provides a targeted analysis of the national plans presented by 17 Member States (NRPs), notably in terms of transport and accessibility, climate and energy, maritime issues or management of migration flows, not forgetting cohesion policy.

The authors find that territorial cohesion is not systematically taken into account in all national recovery and resilience plans, and that there are wide variations between Member States. Moreover, when the emphasis is put on territorial cohesion in some national plans, it does not always go in the right direction to really support territorial demands in the framework of the recovery.

They add that only a few Member States meet the requirement to provide a detailed explanation of how regional and local authorities have been involved in the design and implementation, pointing out that only a few Member States have established a “strategic articulation” between Next Generation EU and other EU programmes.

The CPMR also recalls the “strong impact” on the definition of the plans of the country-specific recommendations in the framework of the ‘European Semester’ budgetary process, proof of the need for territorialisation and greater involvement of the regions in this budgetary process, according to the regional organisation.
