On Tuesday 4 May, the European Commission launched a four-week public consultation on its roadmap for the revision of the Regulation on classification, labelling and packaging of chemicals (the so-called CLP Regulation).
The Commission’s legislative initiative is expected in the fourth quarter of 2021. Its aim will be to carry out a targeted revision of the Regulation, as called for in the EU ‘Chemicals Strategy for Sustainability’ adopted in October 2020 - the first step towards a non-toxic environment (see EUROPE 12678/13, 12581/6).
It should address the following issues:
- incomplete information on hazards to human health and the environment, including the lack of criteria and labelling requirements for chemicals for certain health and environmental hazards, such as endocrine disrupters; the absence or lack of clarity of classification or labelling for certain products outside the scope of the current CLP Regulation; the lack of specific provisions on the roles and responsibilities of the different actors in online sales cases.
- barriers to the free movement of chemicals in the internal market and/or excessive administrative burden.
- insufficient public resources and/or a risk of inefficient use of them.
Comments from citizens and stakeholders are invited until midnight on 1 June.
