Reforms must be accelerated, stresses Stabilisation and Association Council

The members of the EU-Kosovo Stabilisation and Association Council stressed, in a video conference on Monday 30 November, “the urgent need to accelerate the reform processes, in particular through the second phase of the European reform agenda”.

Priority reforms include rule of law and judicial reform, respect for fundamental rights, public administration reform, economic development, education and employment. “The implementation of the reforms requires increased attention from all political actors and an effective coordination structure within Kosovo’s institutions”, the joint communiqué issued at the end of the Council said.

Welcoming Pristina’s “continued strategy” of engagement on its European path and in the EU-facilitated dialogue with Serbia, the participants stressed the importance of continued engagement in good faith to negotiate and reach a comprehensive, legally binding standardisation agreement and the need for all agreements already reached to be respected and implemented.

The country’s continued commitment to the specialised chambers is also needed, in full respect of its own legal order and international obligations, “with genuine efforts to guarantee the rule of law, fundamental freedoms, justice and reconciliation”, the communiqué adds.

The meeting also served as a reminder of the importance of visa liberalisation for the Kosovars. The EU Council has not yet given its agreement on this liberalisation.
