German EU Council Presidency adapts Recovery and Resilience Facility to agreement on post-2020 budget

On a proposal from the European Commission, the Council of the European Union will approve, by means of an implementing decision adopted by a qualified majority of Member States, each Member State's national recovery plan detailing the investments and reforms to be financed by the Recovery and Resilience Facility, the budgetary instrument at the heart of the European Recovery Plan(see EUROPE B12532A2).
