The European Commission launched, on Monday 13 July, a public consultation on the future review of the EU Regulation on substances that deplete the ozone layer [(EC) 1005/200 9], with a view to improving its effectiveness and consistency.
The consultation of all interested parties is open until midnight (Brussels time) 9 November, on an initiative expected in the fourth quarter of 2020.
This Regulation, by which the EU implements the Montreal Protocol, prohibits the import, export and use of ozone-depleting substances. While its evaluation at the end of 2019 had concluded that it was generally effective, it also highlighted that there was room for improvement.
Simpler and clearer control measures, greater consistency with customs rules (the ‘single window’ for customs), and modified phase-out dates for the aviation sector are envisaged.
A public consultation on the roadmap for the forthcoming initiative was concluded at the end of April (see EUROPE 12446/30).
The task now is to gather as much public input and information as possible on the different policy options for achieving a higher level of emission reductions.
The Commission wants to improve the effectiveness of the Regulation while maintaining effective prevention of illegal activities, ensuring more comprehensive monitoring and updating obsolete provisions. Link to the consultation: https://bit.ly/30csjR7 (Original version in French by Aminata Niang)
