In 2019, collective EU (including the United Kingdom) official development assistance (ODA) amounted to €75.2 billion, compared with €74.9 billion in 2018, the EU Council stressed in conclusions adopted on Monday 8 June on the level of EU ODA.
The EU Council highlights that the EU and its Member States have thus maintained their position as the world’s largest ODA donor, providing 55.2% of the total provided by the members of the Development Assistance Committee (DAC) of the OECD (see EUROPE 12469/22).
It confirms, however, that further efforts are needed to achieve the common and individual objectives of collectively providing 0.7% of GNI by 2030, particularly in the light of the multifaceted crisis triggered by the Covid-19 pandemic.
The report notes the particular challenges faced by developing countries in Africa and stresses the importance of targeting ODA to the continent, while fully respecting the development assistance priorities of each Member State.
According to the EU Council, EU development assistance continues to play a crucial role in the overall financing available to the EU to help partner countries achieve sustainable development goals.
