13/05/2020 (Agence Europe) – According to a provisional agenda published on Wednesday 13 May, the European Commission could provide details of the third pillar of the 'Just Transition Mechanism' on 20 May. As the Commission previously explained when presenting its 'Sustainable Europe Investment Plan' (see EUROPE 12403/1), this 'Just Transition Mechanism' aims to mobilise 100 billion euros over the period 2021-2027. It is based on three pillars: the 'Just Transition Fund', a Just Transition Facility under InvestEU and a new Public Sector Loan Facility established in partnership with the European Investment Bank (EIB). While the Commission has already presented the 'Just Transition Fund' in some detail (see EUROPE 12485/12, 12403/2), it has not yet provided much information on the Public Sector Loan Facility, apart from the fact that it will be supported by the EU budget and is expected to mobilise between €25 and €30 billion of investment.
