In adopting a resolution based on the report by Marie-Christine Verdier-Jouclas (ALDE, France), the Parliamentary Assembly of the Council of Europe (PACE) underlined, on Thursday 3 October, the "absence of a legally binding definition of climate refugees" and recommended, at the international level, the implementation of mechanisms such as the 2009 African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention).
