First measures applied under new methodology concern Chinese organic coated steels

The first trade defence measures based on the new EU trade defence rules (see EUROPE 12036/15) were published on Friday 3 May. 

These anti-dumping and anti-subsidy measures impose a definitive anti-dumping duty on certain organically coated Chinese steels and a definitive countervailing duty on these imports. 

The measures on Chinese imports originally introduced in 2013 will now be extended for 5 years. The fees range from 13.7% to 58.3%. 

These measures “will ensure fair market conditions for EU producers”, the European Commission said on the occasion of the publication. 

These types of steel, with an estimated European market of €4 billion, are mainly used in the construction sector. 

The Commission also underlines its commitment to the European steel industry to counter “unfair trade” and in line with the strategy adopted in 2016 to deal with the consequences of the global overcapacity crisis (see EUROPE 11513/8)

The 52 anti-dumping and anti-subsidy measures currently in force in the EU concern steel products and protect 141,000 direct jobs in the sector, the Commission also pointed out.
