'Returns' directive applies when a member state has temporarily reinstated controls on the internal borders of the EU, says Advocate General

The European rules on returns of third-country nationals residing illegally apply in a situation in which a member state has temporarily reinstated controls on the internal borders of the European Union, Advocate General Maciej Szpunar states in conclusions returned on Wednesday 17 October (case C-444/17).
