Automobile manufacturers seek to weaken general safety regulation, a group of NGOs criticise

In a letter to the internal market and consumer protection committee of the European Parliament, several organisations for protection of the environment and road users (FEVR, ANEC, T&E, ECF, ETSC, TISPOL, IFP, POLIS, TZF) denounced, on Wednesday 17 October, the fact that European automobile manufacturers meeting within the ACEA are seeking to weaken the general safety regulation.

The above organisations point in particular at the ACEA’s attempt, expressed in a position paper (see EUROPE 12116), to give preference to improving the so-called “active” safety measures such as automated emergency braking (AEB) rather than the so-called “passive” safety measures.

The signatories of the letter consider active measures will never be infallible.  In their view, “direct vision” through windows is far more effective in terms of readiness to react to a dangerous situation.

Furthermore, the signatories denounce the ACEA’s wish to select technologies to be included in the regulation via arguable choices.  European manufacturers do not, for example, wish for implementation of intelligent speed assistance to be binding because they believe the technology is not yet ready.  This is contradicted by those signing the letter.
