On Tuesday 16 October, the European Commission adopted a proposal to mobilise the flexibility instrument to the tune of €1 billion to pay for actions related to the challenges of migration, refugees and security over the coming years.
In this proposal, to be examined by the Council and the European Parliament, the Commission is proposing that this flexibility instrument (which makes it possible to overshoot the ceilings of a heading of the multiannual financial framework when there is no more margin left) be mobilised at a level of €1 billion in total for heading 3 (security), staggered over several years, starting with the 2019 budget (€508 million).
The mobilisation of €203 million in 2020, €122 million in 2021 and €53 million in 2023 (in commitment appropriations) is then envisaged. This envelope will be used to finance support for the measures aiming to manage the migration, refugee and security crisis, the Commission explains.
