17/10/2018 (Agence Europe) – The inter-institutional 'trilogue' negotiations scheduled to take place on Wednesday 17 October on the proposal for a centralised information system on convictions of third-country nationals (ECRIS-TCN) have been postponed by more than a month, to 20 November, according to a European source. As a reminder, the compromise proposal put on the table by the Council, the famous 'Option D' (see EUROPE 12062), did not convince the European Parliament, which stands by its initial position that the inclusion of EU nationals who also hold the nationality of a third country would lead to discriminatory treatment of certain European citizens - a position confirmed by the institution's legal service. According to the same source, the Council may have to reopen its negotiating mandate. In the meantime, Member States have been invited to continue to work to persuade their Members of Parliament. (MF)
