Not including executive positions, European civil servants holding the nationality of Luxembourg or a member state that joined after 2004 were underrepresented, at the beginning of 2017, in the European Union institutions in the AD9-AD12 grade bracket, according to a European Commission report published in late August. In the AD5-AD8 grade bracket, the countries that were already EU members before 2004 are the ones which are underrepresented.
