Luxembourg. * Court of Justice of the EU. #Judgements: C-246/17 (Diallo – Legality of the notification of the refusal to award a “residence permit for a family member of an EU citizen” to a non-EU national more than six months after the application was made). – C-230/17 (Altiner and Ravn – possibility for a member state to deny a residence permit to a non-EU national who is a family member of an EU citizen, on the grounds that the person in question did not return to the member state of origin of the EU citizen at the same time as them). #Conclusions: - C-257/17 (C and A – compatibility with EU law of Dutch legislation requiring a civil integration examination test to be passed in order to be awarded an autonomous residence permit). – C-219/17 (Berlusconi and Fininvest - in the framework of the prudential supervision of banks by the ECB (authorisation of qualified holdings in a bank), who is competent to rule on proceedings concerning preparatory instruments and non-binding proposals taken by central banks: the CJEU, or the national courts?).

European Council (and 29/06). – Migration: internal and external dimensions of migration policy, including reform of the common European asylum system. – Security and defence: EU-NATO cooperation ahead of the July NATO summit and orientations on the future work (permanent structured cooperation); discussions on military mobility, resilience to non-conventional attacks, reinforcing the civilian CSDP, the European Defence Fund, the European Defence Industrial Development Programme and the common civilian security and defence policy. – Economy and finance: conclusions on various questions debated recently in the framework of the leaders’ programme (taxation, innovation, digital matters); approval of the country-specific recommendations as part of the European Semester 2018 and discussions on the future treatment of the multiannual financial framework, including a timetable; trade questions (relations with the United States and other partners, trade agreements currently being negotiated, etc.). – Setting a timetable to conclude the negotiations on the multiannual financial framework 2021-2027. External relations: European Council will examine these questions in the light of latest developments.

Eurozone summit. – Decisions and orientations on the process of deepening the EMU: completing Banking Union, future role of the European Stability mechanism (revision of the instruments of the ESM, role of the ESM in the programmes, viability of the debt, common support for the Single Resolution Fund). – Tax questions, including a possible central stabilisation function.
