30/01/2004 (Agence Europe) - The Union of European Federalists - Belgium, chaired by the former European parliamentarian Fernand Herman has conducted a survey from which it emerged that over 99% of those surveyed are in favour of a European Constitution, and 88% do not want the Constitution to be negotiated only by governments. According to Mr Herman, this confirms that the Convention should become "the general rule for revising the treaties". Moreover, 75% of those surveyed were in favour of foreign and defence policy moving from "national to European level", while 45% opposed the direct election of the future President of the Commission by the citizens, notably because "it would accentuate the obsession with big names" and "would put the big countries at an advantage".
