German Presidency unveils new draft

Brussels, 21/03/2007 (Agence Europe) - Well informed sources suggest that the German presidency will send member states the final version of the Berlin Declaration on Thursday evening (22 March). The presidents of the three institutions (the Council, European Commission and European Parliament) will sign this in Berlin on Sunday 25 March to mark the 50th anniversary of the Treaties of Rome. The German presidency says that it has tried, in the final version, to take account of the comments by member states received following the delivery of the first draft to European capitals on Monday evening. The three-page initial draft is reported to be in five parts - the first on the success stories of the EU project (mentioning the common market, the single currency and the waves of EU enlargement); the second on the Community Method; the third on European values; the fourth on the EU's domestic and foreign priorities (including security of energy supply and combatting climate change); and the fifth on the commitment by member states and EU institutions to reform the EU in the future (not mentioning the word 'Constitution'), giving the 2009 European elections as the deadline for the reforms to come into force.
