Brussels, 20/04/2006 (Agence Europe) - On Friday in theory, the European Commission is due to adopt by written procedure a proposal for a decision on concluding an air agreement between the Community and the United States. The signing of the agreement, reached in October 2005, still depends on a change in American legislation on ownership and control of American air companies. As soon as this legislation is amended in a way that is satisfactory to Europeans, both parties will finally be able to sign the agreement which seeks, after three years of hard negotiation, to create a common trans-Atlantic air zone. The agreement will only be put into application once all parties concerned have ratified it, that is, since it is a mixed agreement, the United States, the Community and the Member States … which could take years. That is why the decision to sign the agreement will be accompanied by another decision allowing the provisional application of the arrangements of the agreement from the date of signature. Both partners hope to be able to sign the agreement during the EU-US Summit in June. Nothing, however, could be less certain, because of the American congress' opposition to the change in American legislation on the rules governing ownership and control of American air companies.
