Parliament supports research and security programme and highlights dual research

Brussels, 29/06/2005 (Agence Europe) - By adopting the report of the Polish MEP, Bogdan Klich (EPP-ED) on 23 June in Brussels, on the future Community security research programme, the European Parliament has given its support to this 7th Framework Programme Research and Development (FPRD) action, which is currently being prepared. It recommends that the future programme is included in the fight against terrorism, territorial control, civil protection, external Union border control, protection of sensitive structures (Trans-European networks and nuclear installations), the fight against cyber and organised crime. By underlining the importance of dual research, the European Parliament points out that “if we want to make good the significant weaknesses and deficiencies in Member States regarding C4ISR (command, control, communication, intelligence, surveillance, reconnaissance), it is necessary to work of captor systems, biotechnology and space and information technology”. As the European Commission has only proposed an envelope of around EUR 500 million a year for security and space and Member States have already made significant cuts in the future budget of European research, the European Parliament is continuing to appeal for an annual envelope of EUR 1 bn for security research, as outlined in the report by the a group of experts. According to the Klich report, this amount could be obtained by combining the use of framework programme funding with funding from other areas. The rapporteur believes this amount is indispensable if they are going to close the gap currently separating the EU and US, which spends five times as much on security research.
