Strasbourg, 13/04/2005 (Agence Europe) - Just as it was thought that the European Parliament was preparing to surrender to the Council's latest manoeuvre to deprive it of the exercise of its rights as a budgetary authority, the MEPs- mainly those of the EPP-ED- managed on Wednesday morning to turn the situation on its head, by threatening to delay their vote on the accession of Bulgaria and Romania.
